The National Examination Council on Occupational Safety and Health (NEBOSH) is an independent UK based examination board that provides vocational qualifications in health, safety & practice and environmental management.

Founded in 1979 and has a charity status. It offers a wide range of qualifications from an introduction to a professional level. Around 180,000 people worldwide hold NEBOSH qualifications.

It does not provide the course. It develops syllabus for qualification and establishes assessment methods, such as exams and practical courses. Courses are delivered by NEBOSH Accredited Course Providers.

The courses leading up to the NEBOSH qualification attract more than 50,000 candidates each year and are offered by over 600 Course Providers based in 40 countries around the world. In 2014/15 nearly 180,000 NEBOSH Assessment was taken in 132 countries. NEBOSH qualifications are recognized by relevant professional membership bodies including the Occupational Safety and Health Institute (IOSH), International Institute of Risk & amp; Safety Management (IIRSM), Institute of Environmental Management and Assessment (IEMA) and Chartered Institute of Environmental Health (CIEH).

NEBOSH retains the status of Investors in People (IIP) as well as ISO 9001 certification.

In 2014, NEBOSH won the Queen's Award for the Company for Extraordinary Achievement in International Trade

In 1974, the Occupational Health and Safety Law sets out general principles for health and safety management in the workplace in the UK. This law, together with the establishment of the Health and Safety Executive (HSE) and the Health and Safety Commission (HSC) (now combined), led to more emphasis placed on occupational safety and health by UK employers from the mid-1970s onwards. As a result, the role of health and safety officers and health and safety managers is wider in the UK workplace.

To meet the need for provision of vocational qualifications in occupational safety and health, NEBOSH was founded in September 1979, operating from the IOSH office in Leicester.

At that time, the NEBOSH Council, headed by Founding Chairman, Professor Richard Booth, set the ultimate goal: "To improve the quality & quantity of people with vocational qualifications in Occupational Safety and Health

NEBOSH is headquartered in Leicestershire in the Blaby region, southwest of Leicester, from the A563 Leicester ring road.

History

The first NEBOSH Associate level and first Member level tests took place in June 1980. Candidates sit five papers; Law; Behavioral Science; Safety Management Technique; Health & amp; Health Sciences and General. In October 1981 the NEBOSH Board membership grew and included representatives from government departments IOSH UK, various teaching institutions and the Royal Society for the Prevention of Accidents (RoSPA). The recognition of NEBOSH's qualifications also began to grow around this time. In June 1982, 140 people registered for the NEBOSH Ordinary level certificate and 84 for the Higher Level certificate. By 1986, NEBOSH had increased the number of annual inspection sessions from two to three. In February 1987, NEBOSH introduced new qualification structures, including Certificates and Diplomas. In 1988, the Diploma level qualification was changed to show four 3-hour examinations and case study completion. Candidates print more than 75% reach the difference.

In the early 1990s, NEBOSH began to officially break away from IOSH. In March 1992, NEBOSH was established as a limited company with Companies House. In April 1992, NEBOSH registered as a charity with the Charity Commission and then appointed his first Chief Executive, Martin Shuttleworth, two months later. In December 1992, the NEBOSH Specialist Environmental Diploma was launched, followed immediately by the NEBOSH Construction Certificate. In June 1997, NEBOSH introduced a "credit mark" to show a high score in the test - sitting just below the "difference". The second part of the Diploma was introduced in June 1998. NEBOSH moved the office to Meridian Business Park, Leicester in 1999.

Stephen Vickers took the position of Chief Executive of NEBOSH in April 2000. Six months later, the Qualifications and Curriculum Authority (QCA) - now the Office of Qualification and Regulatory Inspector (Ofqual) accredits NEBOSH as the awarding body. In March 2001, a cover letter was introduced for the NEBOSH high level award holder. In September 2001, almost 22 years after the formation of NEBOSH, Dolores Lavander of the West Midlands Fire Service (WMFS) became the 50,000th NEBOSH exam candidate. The presentation to mark the event was held at WMFS headquarters. Two new qualifications, the NEBOSH Fire Certificate and the NEBOSH International Certificate were launched in March 2005. NEBOSH's current Chief Executive, Teresa Budworth, took his role in March 2006. Two months later, the first NEBOSH Graduation Ceremony was held at Warwick University. A further landmark was reached in June 2006 when the 100,000th NEBOSH General Certificate was awarded to David Marsh. In October 2006, NEBOSH moved office to the current location of 5 Dominus Way, Meridian Business Park, Leicester. The new building was officially opened by the Secretary of State for Health, Patricia Hewitt). The NEBOSH Specialist Environmental Diploma was revised and renamed the NEBOSH Diploma in Environmental Management in September 2008. Those holding this qualification can now apply for membership of the Institute of Environmental Management and Assessment (IEMA). In 2009, NEBOSH introduced two new qualifications - the NEBOSH International Diploma and the NEBOSH Environmental Certificate. In 2010, four other qualifications were launched - NEBOSH Awards in Occupational Health and Safety, NEBOSH Certificate of Health and Wellbeing, NEBOSH International Construction Certificate and NEBOSH International Technical Certificate in Oil and Gas Operations Safety.

In 2011 NEBOSH as well as other UK and international professional bodies developed a scheme for Safety & amp; List of Health Consultants (OSHCR), a scheme that provides a list of centralized health and safety consultants that are centrally-held for businesses and employers to easily find and rent for their own workplaces.

In 2014, NEBOSH a research-based master's degree along with the University of Hull, with a first degree awarded in 2015. In 2015 a taught master's degree is developed with the option of focusing on one or more of the occupational health, safety and environmental management disciplines.

In 2014, NEBOSH began working with the Health and Safety Executive (HSE) to offer postgraduate qualifications for the new HSE Inspector responsible for enforcement of safety law in the UK.

Accredited Course Provider

There are more than 600 organizations worldwide that provide NEBOSH programs that lead to NEBOSH qualifications.

The NEBOSH Course Provider must be accredited by NEBOSH. Accreditation is required for each separate qualification. The accreditation process ensures Course Providers have the procedures and resources to provide the standard training programs required by NEBOSH and to maintain the integrity of the assessment process.

Accredited NEBOSH Training Providers not only provide coursework, but arrange sittings exam for candidates. Accredited Course Providers include educational institutions, commercial training and consulting providers and large entrepreneurs.

NEBOSH is now recognized for the qualifications, which have been taken in over 132 countries, worldwide. It has developed five International qualifications - NEBOSH International Common Certificate in Occupational Health and Safety, NEBOSH International Certificate in Occupational Health and Safety, NEBOSH International Certificate in Fire Safety and Risk Management, International NEBOSH Technical Certificate in Oil and Gas Operations Safety, NEBOSH International Diploma in Occupational Health and Safety.

There are 219 NEBOSH Accredited Course Providers who are permanently based outside the UK in 45 countries around the world.

In 2014, the NEBOSH International Certificate is made available in Spanish.

In India, NEBOSH courses are offered through class sessions and long distance courses by the Safety training institute.

During 2014/15 overseas registration increased to 114,536, up 6,047 (6%)


Graduation Ceremonies and Annual Awards

Since 2006, Candidates achieving NEBOSH Diploma level qualifications have been invited to attend the annual Graduation Ceremony, which has traditionally been held at the University of Warwick. As of June 2010, more than 1,200 people attended this event to see more than 350 people receive their Diploma.

The Best Candidate Awards are also presented at the Annual Ceremony for candidates who achieve the highest score in the year for all Certificate level qualifications, Diploma qualifications and for each separate Unit (A, B, C and D) from NEBOSH National Diploma.
